DEVELOPMENT OF A WHO WORLD HEALTH EMERGENCIES (WHE) LEARNING STRATEGY AND COMPETENCY FRAMEWORK
Background: As a part of its global reform efforts, WHO continually seeks to strengthen its ability to respond to emergencies in rapidly changing environments. WHO leadership identified three major objectives for reform:
Focus on selective strategic priorities that will play to the Organization’s comparative advantage and prevent overextension;
More clearly define WHO’s health governance and relationship to other international health actors;
Improve WHO’s ability to respond to rapidly-changing environments with professionalism and agility.
GEG completed Phase I of this work, which introduced a collaborative and consultative process and brought greater coherence and clarity to WHE learning and training functionality. Phase I served as the launching point for Phase II. Key objectives for Phase II included:
Strategically aligning WHE and WHO transformation initiatives and ongoing activities.
Ensuring ownership across WHE departments and all three levels of the Organization.
Providing a road map for the development of the WHE emergency response workforce of the present and future.
Requirement: WHO requested the following products be developed as a part of Phase II of the WHE Learning Strategy and Competencies project:
Fully Developed and Elaborated WHE Learning Strategy
WHE Competency Framework
Annual Implementation Plan
Communication and Outreach Plan
GEG Contribution: GEG was selected to complete the World Health Organization’s (WHO) Learning and Competencies Framework Phase II, after successfully completing Phase I of the project in early 2018. In Phase II, the final stage of the project, GEG worked with WHO to co-design a new emergency learning strategy, competency framework and implementation plan based on information and insights gathered in Phase I.[
